Why A Sachet Water Plant Now
Market Opportunity And Buyer Triggers
GLOBAL MARKET 2025:
Approx. USD 301 Million (Bulk consumption in West Africa)
The Economic Logic

Sachet water – 500ml polyethylene pouches sold in the West at a price of approximately $0.02-$0.10/pouch – solved a fundamental problem that bottled water could never effectively address in West Africa: it separated the price of safe, drinkable water from the economic barrier that required enterprises to combust charcoal to treat the untreated borehole water.

Regional Analysis

In Ghana: Wholesale prices are already GHS 12-13/bag for 30 sachets due to rise in input cost.

In Nigeria: Retail prices rise in tandem with fuel/polyethylene film, but demand grows as piped municipal water remains unreliable in most LGAs.

Engineering Context:

The opportunity for a new entrant is no longer “is sachet water profitable” but instead “can you get a plant up and running quickly enough, with a machine reliable enough, to take the market share that single product distributors are discounting”. Sachet water plants typically run 12-16 hours a day, 6 days a week. A machine that fails twice a month at 2,000 BPH costs the operator ~32,000 lost bags per fault — well over $300-$3,200 in retail value.

Mass MS-Series Sachet Water Filling Machine — 4 Models for Every Bag Size and Throughput

In West Africa, a typical sachet plant will offer two different bag sizes: the low-cost, 500ml pure water sachets, generally sold by street vendors, and the bigger, 1L premium sachets sold in office canteens or roadside huts. The MS-Series Mass process breaks the load into 4 different models so a customer can select the capacity, volume range, and film flexibility that will reflect his real market – without costly excess capacity to keep idle.

Mass MS-Series Decision Matrix — Choose by Volume × Throughput × Film Need

The Yes/No tables that the vast majority of competitor pages use aren’t decisive for a buyer. Here’s the same data broken down by application scenario, with capacity and film Capability that the real “take away” drives decision-making.

Application Scenario Recommended Model Why
500ml startup, single-shift, ₦/GHS-tight budget MS-1000 2,200 BPH × 1.6 kW = lowest cost per bag and lowest electricity bill
500ml + 1L mixed line for restaurants and street MS-2000 Full 200-1000ml range on one machine, no quick-change tooling
500ml branded sachet (printed company logo, longer shelf) MS-Z1000 Composite film stage adds barrier layer — branded sachets sell at GHS 0.50-1.00 premium
1L sachet + multiple products (water + juice + sauce) MS-Z2000 Largest film width (380mm) + composite + 1L = highest flexibility
500ml export to neighboring country (long-distance shelf) MS-Z1000 or MS-Z2000 Composite film extends pouch shelf life from ~3 weeks to ~3 months under tropical storage

Engineering Note — What ±1% Filling Precision Actually Means

Filling accuracy less than 1% is a hardware issue, not a marketing one. At 2,000 BPH, 16 hours / 6 days, a sachet plant will fill ca. 192,000 packs per week. A machine drifting at 3% will overfill 1,920 packs per 1% drift on a 500ml target which is 96 tones of water given away per week per percent. Over 50 working weeks, a 2-percent drift quietly costs ca. 9,600 liters of treated, sterilized water in margin per machine. 1% precision is the difference between a healthy gross margin and a bit leak.

Mass MS-Series vs Industry Benchmark — Throughput, Quality, and Total Cost of Ownership

There are three competing sets of sachet water suppliers in 2025—Chinese OEMs (Koyo, Dingli, Neptune-grade budget OEMs), Chinese OEM brands (Mass and a few others) and European/US premium OEMs (Massman, Viking Masek). The problem that premium solutions solve at 4-12K BPH and 20-50 the price is a different one—they are benchmarked in the table below versus the Chinese OEM set—in which the purchase decision (for most customers) actually occurs.

Indicator Mass MS-Series Typical China OEM (Koyo / Dingli / Generic) Premium EU/US (Reference)
Throughput range (BPH) 1,100–2,200 1,500–2,200 4,000–12,000
Filling precision ±1% ±1–2% ±0.5%
Material — wetted parts 304 Stainless Steel 304 SS (some 201 SS knockoffs) 316L Stainless Steel
UV-C sterilization stage Standard inline (≥40 mJ/cm² target) Standard (dose unspecified) Inline UV + ozone redundancy
Voltage flexibility 110V / 220V / 380V 220V / 380V 380V three-phase only
Film type compatibility Single-layer + composite (Z-series) Single-layer only Single + composite + barrier
Warranty (machine parts) 2 years all parts 1 year typical 1 year (extension paid)
Spare parts delivery to West Africa 5 working days (DHL/FedEx) 2-6 weeks (sea freight typical) 2-4 weeks (air with extension)
Lead time (FOB) 14-21 days 14-30 days 60-120 days
NAFDAC / Ghana FDA registration help Included guidance documents + remote support Not offered Not offered (geographic mismatch)
FOB price band (USD) ~$1,400-$2,800 $1,300-$2,700 $35,000-$80,000

The takeaway is not that Mass is the cheapest — it is that the cheapest Chinese OEMs save you $50-$200 on the FOB price, charge you for spare parts as a separate purchase, ship parts by sea (2-6 weeks of downtime per fault), and walk away from regulatory paperwork. A 2-week spare-parts delay on a 2,000 BPH line costs roughly 384,000 bags of foregone production — at $0.02-$0.10 retail, that is $7,680-$38,400 of lost revenue per incident, before you account for the distributor relationships you damage when a wholesaler cannot fill standing orders.

“We tested twelve sealing-jaw temperature profiles before we settled on the dual-zone vertical sealer in the MS-Series. Below 145°C, the PE film leaks under stack pressure inside a transport bag. Above 165°C, the film shrinks and the date stamp distorts. The window is narrower than most operators expect — that is why the MS-Series carries a separate temperature controller for vertical and transverse sealing instead of one shared setpoint.”

West Africa Compliance Stack — NAFDAC, FDA Ghana, SON, CE, ISO

The limiting factor for most new sachet water businesses isn’t the machine, it’s the bureaucracy. Massfabricated equipment has the technical baseline (CE certification, food-grade contact surface, UV-C sterilization lab standards/bacteria-killing capability meeting WHO drinking-pipe guidelines) and our Sales Engineering team guides each buyer through the process of country-specific product registration that no manufacturer of Chinese-equivalent generic capital equipment can match.

NAFDAC sachet water registration (Nigeria) — the buyer-side process

Nigerian sachet water can be legally marketed only after receiving a NAFDAC registration number on the packaging. The fee schedule and exact procedures are available in NAFDAC’s published Guidelines for Registration of Food and Water Manufactured Products – NA the agency’s published application guide, we often encounter quotes that differ significantly, this is the document we always share with our Nigerian clients.

  • CAC Business registration – registration with the Corporate Affairs Commission of the manufacturing business (range 10,000-40,000 based on share capital).
  • Trademark registration – registration of branding and label with the Nigerian Trademark Office (average range: 25,000-50,000).
  • NAFDAC application package – submit registration form, source water analysis, factory layout, GMP self-assessment.
  • NAFDAC on-site inspection and sampling – on- site review of sanitation practices and equipment, testing of water source.
  • Laboratory testing – microbiology, heavy metals, pH, and turbidity (standard NIS 554:2007 drinking water).
  • Registration fee – Sachet water: 30,000 + 5% VAT = 31,500. Bottled water registration fee is higher.
  • Approval and registration certificate validity duration: 3-6 months for initial registration, 6-8 weeks for renewals.

Mass MS-Series sachet machine ships with the water pasting, date-coding, hygienic stainless surfaces and UV-C sterilizer. These are both inspected by the NAFDAC regulator at step 4 of the water factory approval process. Our technical compliance pack helps the buyer do the NAFDAC submission without translation or engineer-justification of the machine.

Ghana FDA manufacturing license

Ghana FDA registration for sachet water is mandatory – the voluntary GSA (Ghana Standards Authority) certification sits on top of FDA, not in the middle. The Ghana application uses the same Form FDA/FM05/LOC/01 that an importer from any other third world country would fill out; the process covers detector sensitivity, staff health checks, GMP adherence etc. Ghanaian conclusion from the same basic package of NAFDAC documents we send to Nigerian buyers (5-year registration, imported water sample inlet, copy of NAFDAC Form 13):

Beyond Nigeria and Ghana

Ghanaian FDA authority shares a similar dossier with Ghanaian sachet water producers; the MS-Series production line map leaves-to-right precisely matches the equipment-standards checklist:

Mass’s MS-Series packages have been used under ANOR (Cameroon), TBS (Tanzania), KEBS (Kenya) and most South Asian water-level markets’ food safety legislation. Once the destination is selected, the technical compliance pack follows as part of the order by default, without additional cost:

Frequently Asked Questions — Sachet Water Machine

These are the 12 questions most often answered by our Sales Engineering team, in the order most often asked by buyers. Most are written from the first email inquiries of Nigerian, Ghanaian and Cameroonian buyers from between 2022 and 2025.

For a one-shift startup targeting the 500ml conventional Sachet range, MS-1000 makes most sense—it achieves the lowest cost per bag with 2,000-2,200 BPH throughput, it consumes just 1.6 k W, the lowest in the MS family, and it keeps consumable costs simple with its single-layer film design. Most first-time Nigerian or Ghanaian buyers we partner with commence here. Upgrade to MS-Z1000 in its second or third year when branded printed Sachets become a margin lever.

The FOB price band for the MS-Series is roughly Sayahim-$2,800 per machine depending on its model, voltage and options. An entire Sachet Water plant—including machine, RO water purifier, film printer and conveyor—generally falls within the $5,500-$12,000 range FOB. C.I.For the local Nigerian resale market the resale price can be 2.5-3 million per machine, after markup, import duty and last-mile transport costs. Direct purchase from Mass generally provides a discount of between 30-50% versus Lagos resale, however you bear responsibility for ocean freight and clearance. Ask for a written FOB-to-Lagos landed-cost quotation in order to compare apples to apples.

MS-2000 and MS-Z2000 machines handle the full 200-1,000ml range—changeover is a matter of software configuration and film width parameter, it is not a matter of tooling configuration. MS-1000 and MS-Z1000 are optimized for 500ml bag production—they cannot produce 1 Liter. Most customers who intend to sell both 500ml and 1L size recognize MS-2000 as the best configuration from day one rather than buying a second MS-1000 later.

The gross margin per .500 ml Sachet is estimated to be between $0.011 in conservative Ghana wholesale conditions ($0.02 sale price) to $0.09 for branded urban Sachets traded at $0.10 retail. Yearly gross margin examples for one MS-1000 machine working 8-16 hours per day: ~$42,000 (conservative) to ~$512,000 (aggressive). Net profit after rent, distribution, registration fees and generator fuel tends to hold between 40-65% of gross margin. Market share buyer net profit figures of “$84-90k/year profit” frequently refer to a generic-scenario MS-1000 facility and are credible albeit unquantifiable.

Realistic first-time registration timeline: 3-6 months total, from CAC business registration to NAFDAC number issued. Product variants (different volume / new label, etc.) are normally approved in 6-8 weeks. Official sachet water registration fee is 30,000 + 5% VAT (31,500), not including CAC and trademark fees that will typically amount to an additional 35,000-90,000 up-front for registration. Mass submits the technical compliance dossier: machine specs, contact-surface materials, UV-C dosage, film food-contact compliance documentation to NAFDAC inspector who will visit the production facility.

Standard specification is 380V three-phase 50Hz. Mass can also supply 220V single-phase and 110V single-phase variants on demand, adding 7-10 days to machine lead time. Utility line voltage in West Africa often fluctuates by more than 5% from specified; we strongly recommend a voltage stabilizer rated at 1.5-3x the continuous power draw of the machine (1.6-2.5 kW depending on model). If power runs on generator, please confirm sustained kVA rating before placing order.

The MS-Series fills sterile, pre-treated product – it does not treat raw water. Disinfected raw borehole water must be run through an upstream Reverse Osmosis (RO) process before coming in contact with the fill-head; this removes biological contamination, dissolved solids, and hardness. The MS-Series machines have all been provided with 0.5-2 TPH RO purifiers as part of the production line equipment package; sized to the throughput of the specific model. Untreated borehole water fed directly into the filler will result in a microbiological test failure (NAFDAC and Ghana FDA).

The 2-year warranty includes all machine parts – but not wearing consumables (the heating element foil after the first year, sealing jaws after those wear out). Replacement of wearing parts during the first year is fully covered – including international courier to the buyer’s factory – Mass ships “off the shelf” spare parts within 5 working days by DHL or FedEx. Engineer call-in to the job site for repairs is always buyer is responsible, remote diagnostic support is included in the warranty.

Standard wearing parts (seal jaws, heating elements, photocells, etc.) ship by DHL or FedEx Express in 3-5 working days once warranty items are approved to ship. Stock inventory of MS-Series machine parts in Zhangjiagang, China minimizes third-party warehouse delays. Mass also offers the ability for international buyer to ship the part frames from China directly to the technician’s shop for next-day local replacement – for a little extra.

Yes – Mass supplies regulatory fit-for-sale documentation in English (machine spec sheet, food-contact surface materials, FDA 21 CFR 177.1520 PE film regulatory approval, UV-C dosage warranty, Litutak intake plant approval document). However local CAC, trademark, registration and NAFDAC/FDA approval work must be f iled by the buyer or nominated local licensing agent here in Nigeria or Ghana – Mass does not employ a local agency in either country for this work. We are happy to provide contact information of qualified local agents in Lagos, Accra, Kumasi and Abuja.

Manufacturing lead time is 14 days (MS-1000/MS-2000) and 21 days (MS-Z). Transit time by sea from Shanghai to Lagos / on-ward to eastern Nigerian ports is (typically) 30-45 days to Lagos or even Tema, 35-50 days to Douala. Realistic MDOTD: 8-12 weeks from purchase order confirmation including customs clearance. Air freight is available on special request however given the combined machine shipping weight of 270-380 Kg most buyers elect for the sea freight queue.

Hardware architecture, most Chinese OEMs use the 304 SS, VFFS, UV-C inline sterilization train. Differentiators are: (1) filling accuracy spec – Mass commitment to 1%; some bottom-tier OEMs barely met 2-3% without clarifying accuracy range; (2) Spare-part logistics – the time to dispatch through DHL/FedEx (Mass) is 5 working days,vs 2-6 week via sea freight for many competitors; (3) warranty scope – Mass 2 years on all parts vs 1 year industry norm; (4) Regulatory documentation – Mass provided the NAFDAC/FDA-ready equipment package as standard order inclusion rather than buyer requested. The FOB price difference is minimal (~$50-$300 within same volume class) but the lifetime TCO differ substantially when spare-part delays incur production losses.
